They should also drop their Baltic fleet and Black Sea fleet down to coast guard, missile boats and ground based aviation, and focus on the Arctic and Pacific fleets which have more room to maneuver. This should allow them to save enough money to keep the real heart of the fleet - the subs and their support assets - at a world class level. In exchange they lose a few ships that are due to retire anyhow, and have to correspondingly reduce their geopolitical ambitions.
Actually the Black sea fleet is most important one. once you consider the center of the world is integration of Middleast and Europe called Eurabia. They need LHD, Frigates for carrying larger drones, transport and attack choppers to resupply bases and protection in Middleast and Africa. The Land Area size of African continent is much bigger than Asia.
Ukraine war is for creating resources mostly integration of water/ food to export to fastest growing region.
Eurabia will squeeze wealth from the rest of the world through high prices of commodities and than invest in European engineering and services on such scale that will cripple rest of world. you can already see the impact Japanese Yen is far weaker than Euro. To balance and scare Europe for Eurabia concept they have to fund this counter balance force right at Europe border.

The black Sea fleet is literally trapped. There's nowhere for it to go. This is why I said Russia should dial back it's strategic ambitions and focus on its strengths - Arctic blue water, subs, etc. You can control the black Sea from the ground, with aviation and with patrol boats and corvettes.

They are not trapped they have Syrian base where significant part will stay on Mediterranean side. and they just upgraded Syrian airbase for dual runway and upto 200 aircraft. so at some point that naval base will also be upgraded. They need more Naval bases presumably Libya or Sudan for effective management of Eurabia.
That Libyan General is i think only foreign leader the brought to Aircraft carrier. they used that carrier for unloading. but much more LHDs will effective.

If Finland and Sweden join NATO the Baltic Fleet will be the most endangered. Atleast the Black Sea can be blockaded/controlled by Russia to some extent. The Baltic on the other hand has very limited Russian shorelines.

Which means Baltic fleet needs to change doctrine to defensive, emphasize sea denial i.e. diesel subs, mines and patrol boats, and ground forces strengthened in that area.

I wonder if a canal can be built to link the Arctic and Baltic fleets so the fleets can share assets i.e. linking Baltic to Lake Ladoga east of St Petersburg and building a canal to Lake Onega, which then links with White Sea and the Arctic.

Russia has the supreme luck of being the only Arctic nation with developed Arctic ports. Wasting this to fight in the crowded Mediterranean and Black Seas is just dumb.

Russia missiles and airpower with its long range ability ensure Russian fleet has the protection across all the Mediterranean and Red Sea with complete ability to block Suez canal and Turkish strate.
Russia has very wide support in the region that Greek and Turkey are in no position to touch. The powers that matters are already working in ejecting EU from Africa to make them even more depended on Eurabia. Russia grain exports will make it to the pole position in the region. Turkey is facing so much pressure now that it want transport Ukrainian grains this further devalued Ukraine sovereignty.

Besides the Volga-Don canal, there is a Volga-Baltic canal and a White Sea-Baltic canal, so theoretically, its already there.

There have been serious talks in regards to Russian Forces being sent to Nicaragua.

Nicaraguan president Daniel Ortega has invited Russian Forces to establish a presence in the country starting at the end of the year.

Russian state media hostess Olga Skabeeva can be quoted as saying “It's time for Russia to roll out something powerful closer to the American city upon a hill."

With it being so widely discussed and NATOs further encroachment on the borders of the Russian Federation it is possible to see a Russian presence within Latin-America by the end of the year; signaling what can perhaps be described as a second “Cuban missile crisis”.
