well I checked
against the original Russian article
which is quoted inside, and which I read now; it actually contains the description of "Sunflower"
including its export version (!), and only throws in the reference to F-35 in article's title, and the "threatening" part in the end of the last sentence; my translation:
"... using shortwave frequencies, the over-the-horizon surface-wave radars are able to detect the aircraft, which maximize the use of stealth technologies, as easily as WW2 airplanes."
I'll add just one thing: by now the Russian Military knows what's the performance of "Sunflower" against PAKFA, but won't tell us LOL
Again the Russians are trying to make a straw man argument. The Fact is that Stealth is not invisibility it's signature reduction, if your close enough to the radar no matter the Aircraft It will eventually be detected. The Question is Was it detected over 300 miles out with time available to intercept and attack or less than 40 miles out. If 300 miles out then It's in trouble if 40 miles or less It's Already to late.
Another point is larger radars lack the ability to give the detailed search and track data needed to actually make an attack
