Well Jura It does seem a functional operations center to be sure but, most of that place is for show. In the event of a real large Scale Peer to peer It's more likely that the Russian military command would be moved to structures like the facilities at Mount Yamantau or the US DOD's back up pentagon at Ravens Rock.
Because the Events in Syria are Asymmetric the Russians can use these grand Facilities And gain propaganda value. Its meant to send messages to the Russian people that Russia is just as capable as anyone to the US that Russia is a Super power, and to the rest of the world that they can fight and are not the old soviet union.

With them 40 now but for a unit unknow uncertainty also for the 2 previous delivered in july said at this time for 22th Guard Rgt to Centralnaya Ouglovaya/Vladivostock.
Planned a Sqn of 12 for this Rgt and one other for the 159th Guard Rgt to Besovets/Petrozadvosk normaly in second but according the site maybe now Su-35 delivered in Russia/Europe and finaly the 159th get in first ?
In more OEU units yet equiped the 23th Rgt with 2 Sqns based to Komsomolsk /Dzemgi get 24 with a Sqn of Su-27.
