Russia's new maritime doctrine

Work to design a new class of Russian aircraft carrier is to be completed before 2020, with construction and entry into service planned for the second phase of the doctrine (2021-2030).
So...now the President himself has set the bar.

Design work to be by 2020. Entry into service during the second phase of the doctrine and I bet it will come into service (meaning built, launched, trialed and commissioned) around 2030 based on this.

A lot can happen between now and then, but I do not think there is any way they will even start building until around 2022 at the earliest...IOW, another seven years.

Voronezh aircraft plant to build 14 IL-96 in 9 years

Employees Voronezh Aircraft Company (VASO) will gather 14 new Il-96 of various modifications in nine years - from 2015 to 2024. The main part of the order is for the Ministry of Defence. The work plans of the Voronezh aircraft factory became one of the meetings of the regional government on Monday, August 10th.

In addition to IL-96, the Voronezh aircraft factory experts do the production of light military transport aircraft Il-112V. In late March, Deputy Defense Minister Yuri Borisov said that the Defense Ministry plans to buy at least 35 Il-112. According to him, the new freighter should make its first flight in 2017, and mass production of the aircraft will begin in late 2018 and early 2019.

In co-operation on the creation of a new transporter will include 30 Russian companies, including Ulyanovsk ZAO "Aviastar-SP" and more than 50 suppliers of components. Completion of construction of prototypes and carrying out the first flight scheduled for 2016, the first issue of the production model - for 2018.

Another state contract in the portfolio involves the construction VASO 15 AN-148 aircraft for the Defense Ministry until 2017. Aircraft Factory signed a contract with the Defense Ministry in May 2013. The contract amount - 18.438 billion rubles, delivery of aircraft - from 2013 to 2017. According to the agreement, the Ministry of Defense will receive one aircraft in 2013, four - in 2014 and 2015, as well as three ship - in 2016 and 2017.

Aircraft Factory passed the War Department first aircraft under contract in early December 2013 in Borisoglebsk. The ceremony was attended by Defense Minister Sergei Shoigu. Second liner Defense Ministry received in February 2014, the third - in early July 2014. A fourth AN-148-100E VASO Defense Ministry handed in late August 2014, and the fifth plane - in January 2015. At the end of April at the site VASO began flight tests of the sixth An-148-100E for the Russian Defense Ministry.

Medvedev, when he was president, sought accommodation with the West and therefore decided to acquire Mistrals and their technology from France. After this episode Russia will look for shipbuilding technology in China. Very soon Chinese warship building technology will far exceed that of France also for the classes of larger ships. So a Russian flattop ready by 2030 is not at all impossible.

I believe I said that 2030 was the most likely number, so either way, sounds like we agree,

I would be really surprised if the Russians had China build their aircraft carrier for them. I just do not see that happening.

I would be really surprised if the Russians had China build their aircraft carrier for them. I just do not see that happening.

Maybe just the hull itself, like the Liaoning class type and the Russian can provide the rest like weapons systems, planes, radars, sonars, etc.

Neither do I. But I do see a possibility that China contributes to the new warship yard being built in the Far East and that it will be large enough to build flattops. After all the previous yard building aviation ships is the South shipyard in Nikolayev in the Ukraine. As a new yard for large warships has to be built anyway that new yard is the obvious one for this function.

Russian defense official confirms plans to complete Yars missile system rearmament by 2021

MOSCOW, July 23. /TASS/. Rearmament of Russia’s Strategic Missile Forces (RVSN) with the newest Yars mobile missile system is planned to be completed by 2021. Russian Defense Ministry’s spokesman for RVSN Dmitry Andreyev told TASS on Thursday that a division of the Yoshkar-Ola RVSN formation will be transferred to the Yars system in 2016.
“On July 23, 1985, the first mobile missile regiment with intercontinental-range missiles was put on combat duty in the Republic of Mari El. The Yoshkar-Ola formation is currently armed with the Topol mobile missile system. In 2016, the division is to be re-equipped with the newest Yars mobile missile system,” Andreyev said.
In the next few years, the Topol mobile missile systems will remain at the heart of Russia’s “nuclear shield.” About a hundred mobile missile carriers are now on combat duty across the country. The Topol mobile missile system, which has no analogues in the foreign missile industry, is designed to engage all types of strategic targets. Ove the past 30 years, about 100 missile launches have been carried out without a single abortive launch.
Yars is the result of modernization of the Topol system to destroy enemy’s stationary strategic targets with the RS-24 missile. It has increased total power of multiple warheads, equivalent to 45 US atomic bombs dropped on Hiroshima.

On Tuesday, advisor to the RVSN commander Viktor Yesin said that all missile divisions of Russia’s Strategic Missile Forces would be rearmed with the Yars and Yars-M mobile ground missile systems with the RS-26 missile in 2021. “The process of rearmament of all missile divisions, which now use the Topol missile complex, with the Yars mobile missile system and Yars-M system, which is sometimes called Rubezh, with the RS-26 missile, is planned to be completed in 2021. By that time the Topol mobile missile system will be withdrawn from service,” Yesin said.
According to him, the Topol missile system is currently in service with 7 RVSN divisions of the total 12. “The Teikovo missile division has been rearmed with the Topol-M and Yars missile systems now. Its rearmament has been completed,” he said.

RVSN have 310 ICBM end 2014, 58 RS-24/SS-27 mod 2 Yars : 6 x Mobile Rgts x 9 TEL + 4 in silos, 2 Rgts equiped by year : 18 TEL.
Main difference btw RS-24 and SS-25/RT-2PM Topol and SS-27 Mod 1/RT-2PM2 Topol-M carry 4 warheads vs 1 for her and a little more accurate seems.
