The problem isn't the airplane. The Russians manufactured six Il-76MD-90A just last year and production is still ramping up. The problem is they only started the flight tests with the complete A-100 prototype in 2022. It probably has issues with either the radar or the on board electronics handling the radar signal and the operator consoles. The A-50U uses electronics technology that is like a decade older.
I doubt sanctions are an issue since the A-100 prototype flew in 2022. This is much after Western sanctions on sales of military equipment and components to Russia in 2014. If it uses imported electronics they will be of the common off the shelf (COTS) type and hard to sanction.
