Modernizing NONA take less time than ramping up production of a new system and for active troops on the front, having refreshed NONA is way easier to use on the go.
But with the attrition they have on the front updating will probably not be enough and replacement will need to be sorted out and that system fit clearly in the slot.
The Vienna would have to be built at the same facilities which are right now busy building BMP-3s and BMD-3Ms. So it would compete with resources in what is already a very, very, busy facility.

I would say they either need to expand facilities at Kurganmashzavod or build new facilities elsewhere. The Nona upgrades are probably being done at the new facility for upgrading older vehicles they setup at Kurganmashzavod.

It is planned to equip storm detachments and the personnel of reconnaissance and assault brigades of the Russian army with large-caliber ASh-12 assault rifles, sources in the Russian Ministry of Defense told Izvestia. As Izvestia recently reported, the military department decided to create separate reconnaissance and assault brigades. The recruitment of new units has already begun. New formations should be part of combined arms armies, as well as newly created army corps.
The organizational and staffing structure of the reconnaissance and assault brigades is not disclosed. But it is known that they will include assault troops designed to break through the enemy’s layered defenses, as well as reconnaissance units capable of conducting reconnaissance at tactical depth. The brigades will receive their own tanks, light armored vehicles, artillery, as well as a wide range of drones. The personnel of the assault detachments will be trained to fight in confined spaces - trenches, buildings, and bunkers - and in their skills they will not be inferior to special forces soldiers.
