You might be right, but I wouldn't think about technology in such linear terms. I would not be surprised if China had advantages in some aspects of hypersonics. I would certainly expect better electronics in China's missiles for example.

The key word here is "modernized". This could mean that either the engines are modernized (as in, refurbished), or it could simply mean that the factory is producing modern versions of the diesel engine from scratch. The language is, in my opinion, purposely unclear.
