No official confirmation from Russian news sources that deliveries of S-400 have been halted.
The S-400 include many different missile types designed for different ranges. In contrast to previous S series SAMs and the HQ series. The HQ-9B with extended ranges sort of cover the lower end of the "long range" missile in the S-400 - the 40N6 (400km) and the 48N6 (250km) supposed ranges. The earlier HQ-9 have a max range of around 300km. For the 400km range S-400 missile there is no direct PLA counterpart. For BMD, PLA uses HQ-19 and HQ-26 both of which probably have range well in excess of 400km. For ASAT and other BMD stage interception that require exo-atmospheric (or more distant range) intercepts there are dedicated LEO ASAT/BMD "missiles". So the S-400 long range 40N6 missile is sort of in a no man's land in terms of range. It may be useful against large and clumsy targets like AWACS/AEWC, tankers, transporters etc and the 40N6 should have nearly 100km more reach than the HQ-9B.
Nothing with comparable performance for now. Otherwise, China wouldn't be importing a second batch.
There is a huge advantage to use wide array of sensors and missiles to engage intruders.
Less predictability, and wider range of required preparation ,to start with.

That's a pretty good practice for SAMs.
Not very much for AShMs (since you clog up your logistics for questionable at best differences in characteristics that might confuse the OPFOR) of the same class. *cough* Taiwan *cough*
Very bad idea for aircraft, since the maintenance headaches (fighter jets are a lot more attention demanding than a bunch of SAMs and radars on trucks) *cough* Egypt *cough* India *cough*
