The easiest way to determine the alliance of "Eastern block" countries is to look at who are the members and observers of the Shanghai Cooperation Organization(SCO). SCO is an intergovernmental organization similiar to NATO. The members of SCO are China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. The observers are India, Iran, Mongolia, and Pakistan. Observers may become members in due course.

The closer China and Russia work with Pakistan, the more India will be pushed towards the US. Of course the Chinese have definately tried to counteract this by working to improve ties witih India, and this has worked quite well, bringing India closer to China, but India is still very much in play in the international competition for influence between Russia and China and the US. As I said, China has a close relationship with Pakistan, and India remains suspicious of China. The US offered India the nuclear deal and is working hard to bring India towards it. Lastly, India has the tendency to remain non-aligned, it always has. Both sides have much to offer India, and so far India has played them off aganist each other very well.

Back on topic, the introduction of alternative energy will surely change the power dynamics within the SCO overwhelmingly.

As Finn McCool stated the US offered India cooperation on the nuclear energy sector. Pakistan hoped they would get a similar offer, but didn't. The US had fears of nuke-tech proliferation by Pakistan, so they started looking for other partners.
