"Australia PM Julia Gillard outlines Asia manifesto"

On security issues, Australia in the Asian Century says any policy aimed at containing China's military growth would not work.

Rather, it says Australia can balance its defence ties to the US while backing China's emerging military strength.

Any idea what it can mean by "backing China's emerging military strength"?

I am going to outright say she means nothing. Before I continue, let me disclose that I would be considered centre-left, a traditional voter for the political party she represents. With that disclosure made, Julia Gillard has very in the way of little foreign relations credentials. It's likely that phrase is simply an empty platitude aimed at the Standing Committee; its highly contradictory to the moves made to establish more of a US military presence here. Furthermore, Gillard has a track record of underwhelming delivery on her statements. She stands for nothing other than her own political survival. When I think of female leaders whom I respect, I think of Angela Merkel and to some degree Hillary Clinton; Gillard is a non-event and a hack.

Any idea what it can mean by "backing China's emerging military strength"?

It can mean Australia is not against Chinese military strength growing even though Australia is part of the US alliance that is designed to contain Chinese military expansion. It's just the Australian way of saying please don't protest outside of our businesses in China and shut us down like you did to the Japanese.

Well... my opinion... It is just political talk... Most likely as a show to the world that Australia is on a neutral stance, although Australia is a friend of the US, she do not oppose China too. That way, they make money from both side...

And it really had nothing to do with Australia backing down on China and praying that China do not shut down their plants or what like some propaganda spreading on the net and by some forum mates here... simply because Australia doesn't really had lots of industry in China unlike Japan.

Secondly, Australia and China are closely linked in many areas... one of them being raw material that that China sought and bought from Australia. But the Australian government had also blocked some purchases by the Chinese firm to these mines too.
