that photo is already confirmed is a “fishing” joke. Someone took a photo of a small island , look like a Z-boat and sent it to the WeChat group. Folks in the group agreed his opinion and encouraged him send out to fish sb… then suddenly, whole world talked about it…

It's actually entirely correct, because USVs stands for "unmanned surface vehicle" originally.

In same way UAVs stands for unmanned aerial vehicle.

It's only more recently that USVs have been called unmanned surface vessels, and even then, unmanned surface vehicles is still in wide use.
