PLAN SCS Bases/Islands/Vessels (Not a Strategy Page)

Possibly a dumb question but AFAIK according to Ayi from last year, the reason more advanced fighters and aircraft are not able to be permanently stationed on these SCS islands is apparently implied to be a lack of proper climate controlled hangars. Some have speculated it is due to limited electrical capacity, so is it possible to install a SMR on the larger islands to solve this?
