Also where are the power plants, water desalination plants, sewerage treatment and fuel tank farms on these islands? Are the Chinese using undersea cables for power transmission? There seems to be precious little support infrastructure visible for the military in these photos.

The ships could be behind the photographer. Or the photographer was actually on the ship.

does it mean at least one ship will be around the tiny rock all the time ? very expensive? considering China was quite poor at that time (1988?)

Hi looks like some photoshop I might be wrong as one of the soldier standing on his feet in the water and he is not
Even knee deep so must be either they have island behind them or something else any more info by some expert

If you look closer, that soldier on the right was standing on a piece of rock which was barely underwater.
