Just my logic. PLAN likes to send the newest ships to the escort mission
They haven't sent a Type 052D yet to the escort missions. That puzzles me.

All deployments comes out of the operations budget. Each branch have one, and it includes costs for exercises and wargames. It is probably the 2nd largest part of budget after paying salaries. Don't you think the shipping industry or/and the UN would contribute as well? .. perhaps not 100% but they get the benefits greatly
