It's a cable laying vessel operated by the South Sea Fleet, and as far as we can tell, South Sea Fleet have at least 2 of such vessels.

Such vessel is used to lay submarine cables.

By numbers the USN Supply-class AOE are of the comparable tonnage and dimension, so not "exception".

The average AOE class in most navies s in the 20-30k ton range. Only a handful of navies operate ships in the 45k ton class.

903/a sized ships are closer to the norm while 901 sized ships are the exception.
