Would the Russians allow it?

Why wouldn't the Russian allowed it? The ships belongs to the Chinese, and the Chinese had full rights to everything in the ships, which include changing of the entire engines, radar, etc. The Russian might have problem if the Chinese wanted to sell these ships to a third party member though, because of the sensitivity in some technology within the ship.

I do not think they would either want to disallow it, or be in a position to do so.

The Chinese would be talking about merely making them more effective within the Chinese fleet.

Now, if the Chinese were going to reverse engineer Russian weapons, sensors, or critical sub-systems and then sell them to other nations...the Russians might well take severe issue with that and try and block it.

But I see them having no issue whatsoever with the Chinese developing a comm link to allow the Sovs to more easily and effectively integrate into the Chinese order of battle.

Thanks Jeff. The 4 Sovs would be a great assets for PLAN if they can be fully integrated into the Chinese system or even fire Chinese missiles or CIWS. If this is the case, I can see these 4 Sovs would serve PLAN until at least 2025 ... and they would be formidable and deadly

I expect that they will serve into the 2030s. They have at least a 30 years service life...and in sections of two, even if they only had Russian sensors and weapons, they are deadly foes.
