The report I have for the US Congress, which is available to the public, in PDF form, doesn't mention anything like that. This is from the 2017 edition.

Says doing research and development here to extend range beyond 200km. Which means the range is up to 200km.
More specifically it means the range is less than 200km. In conjunction with the graphic it becomes clear what the intended meaning is.

Shows the HHQ-9 with a radius of 200km, and the naval SA-N-20 at 400m.

You need to actually take a ruler to this graphic. It is definitively NOT anywhere close to 200km. I actually did take a ruler to it, and it measures about 120km.

HQ 9B AAM.... a heavily improved long distance anti-air missile from HQ 9..
It is believed this missile are fitted on 055, 052D, 052C
If there is such a missile as the "HHQ-9B" it certainly would not be fitted to the 052C. The 052C would be using the "HHQ-9A" missile with the purported range of ~120-125km, and would be roughly equivalent to an SM-2MR Block II or III/A. The 052D and 055 are more likely to be using an upgraded "HHQ-9B" version if it exists, and may possibly be roughly equivalent to an SM-2MR Block IIIB (SARH + IR).

My opinion about the HQ-9 and HHQ-9 ranges is that.... they are --- like all AAMs and SAMs --- very much dependent on the RCS of the target, and that paper numbers are useless indeed.
The SAM missiles usualy moving on ballistic path, means 1000m/sec has 100 km, 2000 m/sec has 400 km range.
The RCS is not a problem on its own, if there is meter lenght radar thn the f35/b2 etc has quite big radar cross section on those wave lenghts.
The long wave radar can direct the X band targeting radars , even if the X can not see the target the missile can be in position/range to see it with the small radar receiver on it.
Or the missile can use infrared seeker or whatever that they can fit.

what your opinion of HHQ-9B ? do you think it is in service already?

And often also fire control radar don't allow max range to missiles to consider also in practical as you point for RCS by example things are different in real combat and same for others weapons fighters with AAMs etc...

According to Henri K., a PLAAF spokesperson at the 2016 Zhuhai Airshow verbally confirmed that the HQ-9B has a range of "over 200 km". Given that the baseline HQ-9 and HQ-9B share the same fuselage and likely motor, I doubt that there would be such a discrepancy between their ranges unless significant targeting/software upgrades were later implemented.

You don't know that they share either the same fuselage or the same motor. Also, a "verbal" statement is as good as no statement. In other words, nothing has changed.
