I don't see the need to rapidly phase out any H-6. In the upcoming conflict China will need every bomber to deliver massive amount of standoff munitions. Older platforms can deliver older but effective munitions like YJ-63.
Those H-6H/Ms (except the H-6MW) aren't going to be of much use with their outdated onboard systems (radars, sensors, avionics, etc.) compared to the much newer H-6K/J/Ns, apart from the payload capacity and range differences.
Also, the resources available to the PLAAF isn't infinite/endless either.
Hence, just like the cases of the relatively older fighter jets of the PLAAF: Those older and less capable H-6H/Ms are only going to take up the same number of slots (and their associated manpower, material, and costs) which could've gone to the newer and much more capable H-6K/J/Ns, let alone the upcoming H-20.
