It's Doctrinal.besides there were issues with the QBZ95 rail interface and even if they mounted glass on those cabines it would floating very high up.

The scope first display with the Type 95A seemed perfectly serviceable, and sites a lot lower then those scopes PLA troops have been seen exercising with. I wonder why they didn't stick with that model.

The handle/mount on the 95A sits lower, but even the newer scope model still has a narrow FOV, they still haven't really come around to the kind of red-dot sight or ACOG that we take for granted by now; and once mounted with scope, there's no backup iron/red-dot sight for quick close range aiming, bad if engagement range is short, and with strict ROE shackle to PKO operations, those on the first line would actually better off with iron sight on 95A, scopes on for marksmen on the 2nd line / overwatch.

True enough. Really in this day and age there is no reason why the PLA keeps the QBZ 95 carry Handel.
Wait until some god-knows-when age when they finally adopt the Picatinny rail, along with ACOG / red-dot reflex sight that manufactured to the specs and performance as in the West, and in significant quantities that it can be standard issue and expendable.

But one must admit that'd be really tall order, neither do China's own manufacturers has such product hit the export market, same can be said state-owned ones.
