The 95-1 is still in service? i thought all of them were replaced with 191.
Replacing 95-1 with 191 is a lengthy process, with the number of Chinese troops measured in millions

You'd need to burn through the existing supplies, accumulation of supplies (spare parts, new ammo) for new AR thus ensure outfit(s) have enough wares to last through attrition via normal usage, train up NCOs on the new platform to serve as lead-in instructors and/or armory specialists, stock-take and ship off 95/95-1 to rear echelon...
It'll take time, especially an armed service as big as the PLA.
