From the look of the magazine, it seems to use 9mm pistol rounds. Very strange choice indeed. Perhaps the intention is to minimize the chance of over penetration and collateral damage, since the weapn
That would make it more of a submachinegun than a rifle. Then again, Chinese arms makers aren't too peculiar with their wordings to begin with.

The XY9mm precision rifle was developed according to the needs of counter-terrorism operations, requiring a close-range precision strike weapon . It uses type 92 9mm pistol ammunition and universal type92 9mm pistol magazine. It can accurately hit a target at 100m. Using precision (match grade) 9mm ammunition it can accurately hit vital areas within 100m. The gun is compact, lightweight, easy to carry and easy to operate. It is an ideal weapon for close-range anti-terror operations.

Chinese hostage rescue usually has main two teams, a sniper team and a close quarters team. Based on videos, the sniper team is usually located about 50m away from the target and almost always less than 100m. Normally they are equipped with the type 88 5.8 mm marksmen rifle and hides in a location that is often cramped and awkwardly positioned like a van or balcony. The other option to take down the target is with the CQB team right around the corner of the target. They are equipped with less accurate CQB weapons or non-lethal tools. Using CQB team is acceptable for hostage rescue but still has risks for everyone involved. For anti-terror operations or hostage rescue a precision stand off weapon is desirable. This 9mm precision rifle fills a gap, it is compact and light to ease ergonomics, accurate enough to hit vital areas within standoff distance, and small calibre to prevent over penetration.

The charging handle on that gun is a bolt action.

The Russians built a .22 sniper rifle, the smaller caliber rounds are better suited for supressed use. An close range work like urban areas.

But sniper rifles that are build around smaller calibers are often build around 2 established rifle rounds , the NATO 5.56 or the Russian 5.45. As to my knowledge there has not yet been a rifle that utilized a 9mm pistol round before. While I understand the reasoning that goes into these new rifles, it will be interesting to see how they perform.

The Rifle i was referring to is the SV99 built around a .22 Long rifle which is not normally used by Police/Military forces either and is a pistol caliber.
It's intended for less than 100 meter work and what is sometimes called "Hush puppy" work for raids. IE taking out Cameras and lights as well as quieting guard dogs in a manor more long term than a Milk bone.
Although using a 9mm pistol round is unique in this regard I imagine it's aimed more for there police for a similar function.

Not surprised, the ones displayed in 2016 looked like cheap 3D printed prototypes, these rifles look much more like a finished and refined product. Imagine if these made it into the PLA standard issue in the future, complete with optics :D:rolleyes:. Yes please!
