Correct me if I am wrong, but that looks like Parachute for the Para Regiment? Why would they ever want to make the bag bright red is way beyond me. Maybe it is used for training purpose on the ground (Getting paratroopers used to walking and running with the parachute striped in, and red to indicate it is simulation chute but not the actual chute??)
