i think the dude to the left side of the picture wearing a different shade of blue uniform is a police officer.

According the state media the PLA has mobilized over 50,000 troops so far into the earthquake relief effort, this will be a serious test of PLA's ability of massive mobilization and deployment.

Dont forget an extra 90 helicopters is being sent to critical hard accesible areas. And people say that the Chinese government dont care about their people 2 big hits snow storm and now this both have troops being poured in to help.
