Very much looks like it.
Western militaries have found it extremely beneficial to record their troops in action in Iraq and Afghanistan.
Since this deployment is about as close to combat as Chinese troops are likely to get to without a massive seismic shift in world events in the foreseeable future, it makes sense that the PLA would want to record their troops for analysis and training purposes.
Such records could also come in very useful if PLA troops engage in an actual fire fight to prove beyond any doubt as to what happened.
In that context, it seems a bit of an odd choice to go for such a static camera option rather than a helmet mounted one in place of that useless flashlight their hand all their troops carry on their helmets.
Just curious, why would anyone wants to do this? The bullet would still came out from the pistol barrel. I will wait for our SD member expert TerranEmpire to answer my question.
Equation, I am pretty sure you know that there is similar attachment for the glock and this attachment allow more optics, laser and flashlight attachments. Here is my opinion on the attachment. The attachments is probably cheaper to make procure than either getting a new smg, or modifying the slide and barrel of the QBZ-92. Advantage is that you use the same magazine, provide stability (due to the but stock to absorb recoil). It does fire from the same barrel, but I don't think they plan on using this for beyond 50 meters.
The only thing I don't like about this, is the bulkiness. Just search on google for "glock rifle" and there are other examples that are less bulkier, but should theoretically provide the same rail points to mount gadgets.

PLA Hong Kong Garrison holds "live fire" military drill
This is the first of its kind since 1997 that local residents have been invited to observe. Over 500 people from all walks of life observed the "Hong Kong Defender-2015C" exercise, which was part of the garrison's plan during this summer following two exercises in May and June.

Just to clarify since it is not mentioned in the captions that these are PAP Border Patrol and not PLA.
