That's basically the function of a scope's hood although the light won't come in parallel but in a very long cone. Otherwise the field of view, about 2 inches, will be just too narrow.
My point was chemical treatment of lens to reduce lens glare (to a certain angle) is not the only solution (the other being the hood) and that the chemical treatment may end up filtering out too much light.

I'm believe the PLA have pretty strict rules regarding taking and releasing photos of military equipment, especially the new stuff, and whoever posted this either didn't want to get the person in the picture in trouble, or he took the picture and knows that if anyone could ID the person in the shot, it would be fairly straight forward to find the guy who took it.
Although I would suggest that they also pixel out the name badge if that was the case. You cannot really make out anything from that picture, but that is nothing some decent image processing software couldn't fix...

Update:
1. New navy phased array radar
2. New 130mm gun
3. New 64x hot-launched VLS units, front 32x hot-launched VLS, back 32x hot-launched VLS
(looks like HHQ-16 missiles,but i strongly suspect because the 052D VLS much bigger than 054A's HHQ-16 missile bay. It might not HHQ-9 and HHQ-16, some new designed anti-aircraft missile and hot-launched)
4. 1x HHQ-10 China version "Sea SAM" replace back type730 CIWS
5. None anti-ship missile launchers ? Maybe install anti-ship missiles into VLS ?!
