Who are these guys? How come their gears are more "luxurious" than the regular troops? And are they general infantry?

Yup, they r general infantry. The news i read introduced they r PLA Army ChengDu 149th division soldiers / 解放军成都军区149师.
It seems the 149th division is one of PLA's rapid reaction forces, the troop will be the first to go to battlefront (if wartime), so their gears more better than other regular troops.

Currently PLA just invest limited funds to cultivate several combat troops, but if China willing to invest more funds in the army then the gears of Chinese soldiers will be quickly improved in the short time. The ChengDu 149th division just a PLA template.

Look like unit prices are rising. with the package of (27 + 27 + 1 + 4) in 1998 = 187m while the package of (24 + 24 + 1 + 4) in 2001 = 200m.

Chinese economy is getting bigger, wages are getting higher. Inflation is getting worse. Plus more technologies and electronics are going into those system. Hence the prices are getting higher.

If drives me nuts, they have everything, even tactical vests, but still no ballistic vest or individual radio....

What's so challenging? Hundreds of billions have already been poured into jets and warships, can't spend a few million more on ballistic vests?

These photos give a good idea of the "small stature" of Chinese soldiers...

It's unbelievable that some people on other military forums still believe that Chinese are smaller. As shown in photos, the Chinese cadets (wearing darker uniforms) are actually slightly taller than their American counterparts (lighter uniforms).
