Wuchang fully rebalancing towards production of the Zhou-type makes sense to me. As I remark elsewhere, it may go some way also to explain the very low (or no?) rate production of Type 039C.

As for the third yard, as others have already noted, Jiangnan is the obvious candidate, and JN has profound history and experience in submarine construction. Wuchang more often than not appears to take the lead, and JN follows, but thats my speculation. An outside candidate could be Huangpu, considering they too have produced submarines in the distant past (Type 033), and more recently they appear to have constructed that curious trimaran submersible.

That said I guess JN is far more likely.
 
How will future subs be named after all the dynasties are used? Considering there is only Qin, Sui, Tang left- there will only be on dynasty remaining after 09V and 09VI receive their class names (Tang presumably).

Would be hilarious if they name future submarine classes after Chinese Emperors once the dynasty names run out.

Can't wait to see the Shu Han and Cao Wei submarines. After that is 五代十国。
