This likely is from Heilongjiang province in far North East of China. Yellow plate on the truck says 黑(black), short for 黑龙江 (Heilongjiang aka ‘Black Dragon River' the direct translation of the province).Interesting... The real plate is the blue one that got pixelated, the "HUE166" plate is thus a decor or indeed a Pre-2001 code plate. If he didn't pixelated that plate out it's likely expired and just there for decor.Interesting...
