What is your take on the author's premise and opinion on the matter with regards to the NCO training, retention, education and focus of the PLA in comparison or contrast to that of the American example.

Saddam Hussein by allowing America to essentially train, adapt, acclimatize their forces, hone their doctrine, strategy and tactical approach in fighting his forces while his forces was just waiting around like a bunch of retards. So all in all, Iraq was maybe as comparable to China back then as Mexico is comparable to USA in terms of military might. They use some similar stuff at some levels., and that's it.
But that said, Iraq likely showed China a perfect example of how the central forces of a large empire could wipe out a renegade outlying province with minimal losses and minimal international attention. I would guess that almost all Taiwan contingency plans derive heavily from similar style of attacks as US did against Iraq. Including the infiltration of command, which is highly applicable in the case of ROC.

He should not have allowed to have the U.S. and her allies to set up shop and made them comfortable. Gen. Norman Schwarzkopf and the American officer corps were pleasantly surprised of Saddam's foolish decision but hey it was his funeral.
