What does air defense balloon do?
Yes but, back in WWII they were used to prevent low altitude strafing runs, which I don't think happens these days.
I doubt barrage balloons and Camo nets are going to do much good against a drone swarm, they're better off erecting mesh nets over critical infrastructure if hard kill options are unavailable.
On the other hand, a drone version of WW2 British operation outward would be terrifying in a modern context and could probably bring down the grids of entire cities by simply flying a drone with a thin trailing wire behind it to short circuit power systems.
