Pardon me if this video is a little dated ( the narrator still used pre-2016 reform regarding then used of 7 military regions) and if this video has been posted already.

People often try to justify the slow pace of ground force modernization with the excuse of lack of funding. Maybe that would be less of an issue if they would stop spending money on gimmicky bullshit.
These are not gimmicky bullshit. I believe they were experiementing with the "scooter" to assess its effectiveness. "Scooters" and bicycles can provide unexpected advantage to troops infiltrating behind enemy lines, and they are robust to carry very heavy loads.

During WW2, the invading Japanese surprised and defeat the British and their Commonwealth troops by using bicycles to quickly infiltrate behind the British defencive lines. They used bicycle in swift movement through jungle trails and narrow trails through rubber plantations, which were inacceessible to trucks and cars.

They provide potability, silent/stealth, carry heavy load relative to its weight, free from logistic support.

Zhou Bo is a senior fellow at the Center for International Security and Strategy at Tsinghua University and a member of the China Forum. He was a senior colonel in the People’s Liberation Army from 2003 to 2020 and is an expert on the Chinese army’s strategic thinking on international security. He directed the Centre for Security Cooperation in the Office for International Military Cooperation at the Ministry of National Defense.
