Looks like the PLA sent their cream of the crop ground forces to Peace Mission 2014, at least based on the armored vehicles they used. These guys are overkill even for the likes of ISIS with captured US equipment, they are meant to go up against top tier regular militaries and they might even do OK.
The problem is the bulk of the PLA, all those second tier units with Type 96s, 92s, 89s, and 86s (not to mention all the other older and/or even more obsolete tin cans) are way less competent and well-equipped. They would probably just be on par with an ISIS with US export equipment, and a mere 50/50 chance of victory in that kind of situation would not be good enough.
