Solid fuel rocket engines don't throttle. It's constant thrust all the way till fuel out. One of the reasons not all rockets use solid fuel.

Which is why dual-pulse motors are so pursued in modern missile systems. Interestingly, the Minuteman ICBM solved this issue by opening vents on the motor at precisely the time of MECO, which would result in the unused propellant ejecting itself and stopping the thrust.
