I think IFR is the significant improvement as it allows a much longer duration in the air which is important to the AWAC role. Without it, the aircraft will have to spend lot of time travelling between the area of operation and the airbase to refuel, much less time doing its job.

It seems like a fairly simple contraption, mounted externally, direct from probe to fuel tanks. Perhaps this implies this upgrade can be widely retrofitted to similar.
