Paramilitary forces enter New Orleans to restore order

That probably would have been a bit better, I was also thinking along the lines of, "The hired guns of Umbrella Inc move in and occupy New Orleans..." when I first saw the thread.

The term, "Paramilitary" seems to be a bit murky here...
