I'm guessing it is because the T-37 are active right now and supposed to be replaced by the K-8P.
Also, there are conflicting reports online that this deal is with Nigeria (and that it was a Nigerian delegation which came to Pakistan).

Looks like the JF-17s needed to fly long range distance since they all carried 3x fuel tanks.

Due to non integration of weapons it was rejected in favour of F-16, two of three prototypes were destroyed during the testing.
