How can such a tiny country of 25m develop nuclear-powered submarines... not even accounting for fact they are poor too....How do they even have the resources to do all this.
guns over butter. They spend most of their budget on the military.

A lot of countries do that. Few have a...fully running industrial society on a GDP of really poor African country, with absolutely unreal levels of some key basic indicators(education, access to medicine, life expectancy, etc) - among those, ofc.

Well, the structure of consumption and prices in North Korea is definitely unsuitable for the standard calculation of GDP. We can assume that the real equivalent GDP is much higher. The population has not suffered from hunger for some time, and signs of development of the service sector for the population are clearly visible. In addition, their industry can produce almost anything, which is from the category of miracles. The inclusion of Kim's Korea among the poorest African countries is really ridiculous.
Kim is trying to start the economy using the Chinese experience with gradual political liberalization, so as not to create the danger of anarchy and coup. Kim knows exactly what he is doing. Unfortunately, he lacks foreign investment, because he is still in international isolation with a lot of embargoes.

That was in 2010s(opening economy, though without opening politics) - back then, North Korean officials(and scholars) very openly scouted China for 1980s lessons. But all that was crushed by 2017 sanctions and sharp drop in income(2015 - Rason SEZ closed, 2017 - sanctions and most trade with China ceased to). There was some(not full) recovery with China from 2019 onwards, but it was iced with COVID.

Now it's a very different story. Economy develops again, but this isn't copy-paste Chinese playbook anymore. It's impossible to go east asian model when you're under full weight of sanctions. It's probably possible for DPRK to explore Russian market(and potentially rest of the world through it) - but this isn't substitute to normal access to the world, and right now there's no road bridge even between two countries.

Btw, this is also about why DPRK needs drones and frigates. Hard to trade through institutional piracy.

Nice. typical Nuclear submarine can have Length to Diameter ratio of 10-14. So with 11 meter hull, you can expect 110-154 m. The thing is of course whether it's a single or double hull boat.
We can estimate the length of strategic missiles: if the conning tower is 15-16 meters height, this means the missiles are between 13 and 15 meters long. The Trident 2 D5 is 13.5 meters long. The Pukguksong-5 is reported to be approximately 10 meters long and 1.8 meters in diameter. We can therefore deduce that another type of missile is under development.

Personally I think China designs and provides manufacturing support for most of their advanced equipment. North Korea seems to have made some breakthroughs that suspiciously coincide with Chinese manufacturing dominance.
