A bit dubious.
Gliders have more obvious ground strike role, and for North Korea there is a long path ahead to get any sovereign targeting chain outside of direct coastal proximity.
Korea is still working right now to even properly observe South and especially seas beyond it during peacetime (drone program, satellite remote sensing program).
Relying on Russia/China for targeting is alright, but usually this isn't what they aim for.
