Them why not just choose Rajin/Najin in the first place?!
Probably because it was also used for the repairs of North Korean cargo/tanker ships, therefore if engaged in the construction of the DDG, for a medium-long period it could not be used for other purposes, perhaps this is why they decided to use the other shipyard.

So they actually have THREE docks/slipways capable of building Choe Hyun class DDGs, hence my speculation on possible building speed could be conservative if the decide to use all 3 of them for DDG construction. Though indeed they might need spare docks for repairs and other purposes, but perhaps for the needs of the DDG program they might temporarily forego that option and go all in.

According to some news, the damaged ship was pulled to the shipyard that had the first ship launched successfully, where it is miles away on the same coast line.
