I imagine because the maglev route will probably have less stops in between so you still need the HSR lines to serve those in between to get their destinations or to get to a maglev station to get to their destination.
This is only the land planning of Guangdong province. Shanghai and Beijing are just cities. If there is a plan for Maglev between Beijing and Shanghai, it would be the provinces in between making such land planning rather than the two cities. So wait and see.
