Actually the original plan was for Beidou go global in 2020, so 2 years earlier ... Well Done!!!

At the moment, there are 3 systems that have global reach ... GPS, Glonass and Beidou.
European Galileo is not global yet and planned to go global in 2020

Exactly ... basically to replace existing 2nd generation Beidou ... so by 2020, I believe all satellites in the sky would be 3rd gen Beidou

The leaders in Russia, China and EU saw that relying solely on US GPS was not a good idea in early 2000s or late 90s and decided to develop their own ... also for military service, not good to rely on the USA

Imagine if there were only one system (GPS) now ... hahhaha Mr Trump would have made numerous threat to cut the service and all would have to pay to use the service ... I have no doubt about that

because some satellites still 2nd generation Beidou (15) and already 18 3rd generation. The offer (free) is 10m accuracy ... but in Asia Pacific, the accuracy is 5m. My guess is that the majority of 3rd generation Beidou are above Asia Pacific

That is a right guess. Beidou 3 uses hydrogen and rubidium atomic clock which is 10 times more accurate and stable than Beidou 2 series, so the 5m vs. 10m improvement.

In the livemint article,
China plans to launch another 11 BDS-3 satellites and one BDS-2 satellite in the coming two years to form a complete global network, which will further enhance the global service performance, Ran said.
The coming two years put 2020 as the milestone which is according to the original plan. I think when China said "2020" it meant the system's global universal accuracy at 5m and equal coverage. Today, the coverage is better in Asia-Pacific.
See the coverage map from Beidou official site. Two clusters in Asia-Pacific and one cluster in north east Africa have the highest number of visible sattelites.

I don't know the tech details, but using references, 10cm was a design goal of Galileo, also the latest GPS (???). Since the most important factor is the clock, and BeiDou-3's clock is one of the best (if not the best), it is safe to say Beidou-3 is better than GPS or Galileo, at least no worse, I say no worse is only to cover my ass not really I believe so.

I can't comment on Millimeter level because I know nothing about the possible post-processing scheme. Brutally increase the clock is probably not working in today's tech level. Will be interested in reading about the post-processing.

Impact is straight forward as GPS to US. One thing I want to emphasize is the significance of Beidou to China's global ally building. one reason of China's weapon export being small and low tech is because most high-end weapons need GPS guidance, this effectively making Chinese weapon's useless. Now with Beidou, customers are given another choice, pretty much like Chinese investment in Africa gives African's another choice over western countries.
