If we look to the other supercomputers in the top 5 from China, USA and Japan - Sunway TaihuLight is 3x more efficient in terms of electricity usage and construction costs.

And given the track record of super-fast technology implementations in China, I'm confident in saying that China will likely have a sustained advantage over the rest of the world in terms of access to low-cost supercomputer time for modelling and design.

That access is important for complex applications like nuclear design, life sciences (DNA/Proteins/Molecules), Fluid Dynamics (Airplanes, Hypersonics, Wind Turbines, Wave Turbines, etc).

It may also apply to the realm of deep learning and artificial intelligence, but that field is still in the early days.

I would actually say China is comparable to the US/EU in terms of software technology. Software adoption is another matter though, as the US has certain incumbent advantages.

Thats really interesting view .... can you please elaborate it a bit ?

At the moment I use at least 3 Chinese software intensively
* DVD Fab
* DVD Fab media player
* AOMEI Partition Assistant

All three above are top notch, the best. I use them because those are the best, not because they are Chinese

In terms of software coding skills, I reckon its about the same. China has its own technology companies which operate in the Chinese market which is way more cut-throat than in Europe or the USA. Plus have you seen how many Chinese coders are in Silicon Valley?

In terms of AI / Deep Learning technology, Baidu looks like it is the equal to Google and Facebook.
Alibaba and Tencent look like they're behind (like Microsoft), but they all have developed software to run multiple distributed datacentres for hundreds of millions of users.

Software is code once with a big upfront investment, then you can set the global standard as it costs zero to replicate all around the world. So it's quite easy to hobble a competitor, because you can *give away* your product for free in certain markets to bankrupt or stop your competitor from growing.

And your potential competitors know this, so why bother making the investment?

The implications for the Third Offset are also interesting, as US supercomputer systems take longer to develop, so I reckon China can sustain a lead in low-cost supercomputer performance.

So by the time the US catches up to China in 2018 with the Aurora supercomputer, China may already be ready to deploy something better.

That impacts areas such as big data, artificial intelligence (deep learning), biotechnology, hypersonics that were identified as part of the Third Offset.

Well ..... for coding skills ... no doubt China, Russia and India are the best ... but coding skill is only one part of many many equation to produce high quality and advanced software.

China and Russia consistently are at the top for coding competition

I remember not long ago after Tianhe-2 retained its No.1 position of the Top 500, I saw somebody (don't remember where) brought up Performance per Energy Footprint to claim the advantage of some countries over China, implying that is something will take China a long time to catch up.

Now, TaihuLight is not only the most powerful but is also the most powerful per watt after less than a year since last list. And that is both by a big margin. It must be very hard for some people to digest, like eating a rock???.:D
