this is extremely embarrassing for Chinese government. Basically for all their effort to stop export of Gallium to US military or even just civilian industries, they have failed miserably. There is a lot of these guys helping to get the products out. They really need to crack this down.

Yes. Exports controls are difficult to implement. Just look how many "loopholes" stooges in the US had been implemented trying harming China semiconductor industry and we are talking about GPUs and chip making tools. But on the flip side these "workarounds" increase cost to US companies in the export control list as China plug these holes.

One would assume this is a huge threat to national security and yet the government does not seem to be cracking down on it with the severity required. Can this be taken to mean the Chinese government does not see this as a national security threat?

It's actually very easy.

Each country gets told that they have to centralize procurement under a single organization/company/entity.

Any exporter and customs is strictly only allowed to export to that country's entity when any company from that country wants to buy rare earths from China

If any breach is found, from any company in that country, you simply shut down all export controlled rare earth exports to that country or massively scale down their export quota unless they follow even harsher procedures and pay massive billion+ penalties.

All other stuff is just playing around. This situation is proof enough that China wants to be flexible and that it doesn't actually mean to strictly enforce it's export controls, yet.

Just establish export quotas. It isn't that hard really.
And avoid selling raw materials for export.

By integrating the material into a finished product you massively increase the cost of workarounds.
The problem seems to be companies, especially Chinese multinationals, systematically committing fraud in completion and submission of export documents.

Well, companies will always try to make as much money as they can. So as far as human being are involved, there will always be corruption and irregularities.its not unique to China. So I don’t think we should be surprised.

Not surprised. Just annoyed they're not cracking down harder on this. Up to 5 years in prison is pretty light for subversion of national security.

啃下最后一块“硬骨头”!我国棉花生产将实现全程机械化​

7月7日,在昌吉市榆树沟镇,伴随着“嗡嗡”声,一个身形矫健的“钢铁农夫”正忙着为棉花“摘帽”。

当天,由新疆大学联合新疆极目机器人科技有限公司打造的棉花激光打顶机器人宣布研制成功。经自治区农业农村机械化发展中心论证,全球首款棉花激光打顶机器人正式亮相,标志着棉花打顶这项关键农活迈入高科技时代。

作为行业首款搭载固态激光雷达的棉花打顶机器人,该产品集成了领先的激光雷达和视觉融合技术,实现了导航精度与环境适应能力的重大突破,将棉花打顶机器人技术推向新高度。

新疆大学周建平教授团队在智能农机装备领域深耕多年,对棉花生长特性、打顶需求等有着深入了解。这款机器人的诞生,历经3年研究。团队经过无数次实验与探索,综合利用传感器、机器视觉、激光控制技术等前沿科技,结合新疆特有的“一膜六行”种植模式,成功研制出了这款能适应复杂环境下田间作业场景的棉花激光打顶机器人。

经过多次田间测试,目前,该激光打顶机器人棉花顶芽识别准确率达98.9% ,伤苗率小于3%,打顶合格率达到82%以上,其核心指标仍有较大迭代提升空间。全部功能实现后作业效率可达每小时6至8亩,是人工作业效率的10倍以上。

据了解,与传统的机械切割、化学打顶等方式相比,激光打顶具有非接触、无损伤优势,大大降低了对棉花植株其他部位的伤害,减少了环境污染,且在白天夜间均能作业。

“棉花打顶一直是棉花生产全程机械化链条上最后一块‘硬骨头’。”深耕农业机械研究多年的自治区农业农村机械化发展中心研究员裴新民指出,“这款全球首创的棉花激光打顶机器人的诞生和应用,意味着我国棉花生产即将实现真正的全程机械化!”

裴新民认为,该成果是人工智能赋能智慧农业、服务智慧农机的重大突破。其创新应用不仅推动了新疆棉花产业升级,更作为标杆性案例,为智慧农业提供了可复用的技术范式,加速农业智能化进程。

Maybe punishments for such act are too lenient and inadequate. Those involved should be considered committing act of treason and send to the firing squad.
