But yeah make the Americans feel like cutting funding is good and what everyone wants to to, and that china is racing to cut funding just like them... I'm happy to hear they think that.
It could be that China's overall R&D spending is up but that there are certain fields that has been prioritized over others. So some programs may have seen cuts.

Seems more likely that him being a law professor is talking to other law professors about budget cuts. And legal funding being redirected to hard sciences sounds plausible enough.
