Why are they even showing it?

"Here's a 20+ year old tank design. There's nothing special about it whatsoever and it doesn't have APS. Might most charitably be described as a cost-effective way of getting a 125mm gun to the front line. Life expectancy in high intensity combat circa 5 minutes."

Also from what I've heard, the shown Type 99A/B or whatever in the parade are not even newly manufactured vehicles. They are just upgraded original Type 99As so I guess they could upgrade the entire fleet to this standard.

Well whatever upgrades they did are barely visible from the outside.
