Zhengzhou government did send out red alert through text message. However, most people dismissed it due to the fact that a red alert in Henan for heavy rain never was a concern. So people just go on with their business without paying much attention. The Zhengzhou government did fail to shut down the subway and roads and tunnels that is on the government. To be honest, I doubt anyone expected things would deteriorate this quickly.

The problem is not with infrastructure but with poor handling when it was obvious that rain wa coming down hard. They should’ve been alerting people on TV/cellphones or at the minimum, have shut down public transports/closed down roads. Here in Texas we have periodically flash flooding alerts on our phones whenever rain is coming down hard. Most of the time it doesn’t amount to anything but people are less likely to get hurt if something bad did happen.

Heck even compare Zhengzhou’s handling with one of the nearby Henan villages. The secretary is a recent transplant from one of the south eastern villages and got 100 buses to relocate everyone from the village a day before the rain hit. People were gripping about how it was unnecessary till their village got inundated.

Btw how is all this water going to get drained? Is it going to be absorbed by the soil and can it even absorb such high quantities of water?

And also, in the aftermath, are buildings, roads and other kind of infrastructure going to face structural consequences if the whole land is soaked with water?

You got to wait until the water drains naturally into a major river. No other way around it.

Infrastructure repair is necessary since water damage to the foundation makes the whole structure unstable.

Water will drains to the lowest point. Rivers, streams, lakes, tunnels etc. Soil and water tables can only absorb so much.

Only four bodies are found in the tunnel. Guess most people got out in time.

Don't want to sound like "that guy" , but the tunnel was like 2 miles long which means a 1 mile walk if you picked the right direction. One of the guy interview by globaltimes who decided to flee early when the water reach his 3/4 wheels said the water cover the top of the cars by 20 minutes once he got to elevated ground. He mention stuborn people did not leave even as he was warning them while walking / banging on their cars. Maybe there are escape stairs in the middle.
