Sounds like a bad joke as usual. They do not even have a manned capsule.
Do not expect Europe to have an independent manned program in the near future.

This.. whatever the EU says just ignore it until they have a streak of delivering on their plans.

it's not that difficult to have independent manned capability. China was able to do it 20 years ago with pretty low tech at the time.

the challenge with these programs is not to make it happen, but where to slot it in technically. Too low tech, not worth it given they can it cheaply elsewhere. too high tech, they may fail. All of these complications make it next impossible to answer the question 'WHY?' Over complicated justification/motivation is the reason most projects (on anything) fail to start.

That's why China being blocked by the US from the ISS was such a blessing.

Near future, no. But you have to start somewhere and sometime. The other issue that Europe has, is having to launch from French Guiana. Europe needs a much closer launch site, somewhere like the south of Spain or Italy.

Poor Dmitry, if he really believes that. Then he has been huffing the Undergarment collection bags.
The RD180 rocket which is the Only Russian engine I can think of is used on the Atlas V. ULA whom makes that rocket has already stopped selling payload on those. It’s slated for launching the Vulcan rocket as a replacement though that it delayed by issues with Blue Origin makers of the BE4 that only stumbles ULA as most if not all the payloads can be launched on Falcon 9 or Falcon Heavy. So I guess if we are flying Brooms then must be top of the line Firebolt Quidditch sports models.

It would be way more destructive if Rogozin stopped selling the RD-191 to the US and pulled his cosmonauts out of the ISS.
Only vehicles which can reboost the ISS are Russian Progress and US Cygnus capsules. US Cygnus capsule is launched in Antares rocket. The first stage of Antares is manufactured in Ukraine and it uses RD-191 Russian rocket engines. On second thought given the situation in Ukraine he does not need to ban RD-191.

A lot of people forget that IIRC the SpaceX Dragon capsule does not transfer water for drinking and hypergolic propellant into ISS for station keeping. Good luck keeping ISS operational without those.
