The FAA is dragging the permit for them to conduct flights of the Starship at Boca Chica after SpaceX's debacle with the "milk stool" launch pad breaking apart and spewing concrete chunks all over the neighbouring areas. There is a real danger of damage to the nearby town and SpaceX is being cavalier about it.

No way it will happen in 2027. They haven't even finished the construction of the Angara launch site at Vostochny.
They need to finish construction of the Angara launch site, and do enough launches to ensure Angara A5 is reliable.

The new space station is also supposed to use modules of a new design and AFAIK they have done no prototypes yet.
