The only source from that article is an opinion piece from 光明日报. I don't see any source for the regulator rules.
I don't put any stock into their translations, which are guaranteed to be deliberately misleading.
I don't think that a game that glorifies acts of violence and thuggery should be in the limelight. I can recall some guest on our sports radio talking about sports related injuries claiming about 60% of the players went on to suffer from psychiatric disorders from suffering continual bouts of concussion injuries incurred during the game.

The focus here is on aesthetic choices, as emphasized in the beginning of the sentence:

This doesn't mean banning an actor because he has a pretty face. It means don't make him dress and act like a flower boy.
That is basically what I was referring to: men acting like a female will get banned. A man with a pretty face doesn't necessarily mean he will act like a typical pretty boy.
Edit: I looked back B.I.B's comment to see what they are referring to as a 'pretty boy'. I can see what is up with the commotion. @B.I.B. China is banning male actors from dressing and acting like females, not because of their facial features.

Just to elaborate, 娘炮文化 isn't really men acting like women. That would be 反串, and has a long tradition in Beijing Opera.
Instead, this is about the degradation of masculinity for the consumption of female audiences. It's comparable to the hypersexualization of women in Western culture, in that they're both vulgar and objectifying.

Well remember "sissy men?" If I recall correctly it was referring to men that wore makeup. Was it an actual order or just a statement? That sounds like the kind of new terminology Beijing is notorious for.
