another thing might be, it's difficult to separate a typical suicide bomb in china as terrorism or just some public disapproval incident, as there are too many of those(and they almost look identical).
if the media turned the terrorism into nutjob actions on the headline, then any attempts to claim responsibility will almost be futile. it's even possible those groups attempted to claim responsibilities before, but their tapes or something never even made it into the studio cuz the officials/management simply just hand it over to the government, as instructed(possibly). this is also where china's censorship comes into play and served its use. it's either 1. no one knows, or 2. they knew, and they're mad at you, not scared.
and LOL let's put it this way too, a typical nutjob in china can probably do worse than what those terrorists is capable of. ask yourself this, which one is sadder and scarier? a terrorist blowing up a bus/running into a horde of cops with a bomb-ridden car, or a madman with a blade entering an elementary school slashing schoolchildren. for me, the madman won my vote LOL.
when their non-political peers, is just as dangerous, if not more violent than they are, then whatever efforts these terrorists are attempting to yield is really just failing. there are so many of these occurring daily and in the chinese newspapers(not to mention china is so large, so messages don't travel around all that much easily), they won't get the publicity they wanted. even if they do, it's quite sure they need to bypass the chinese media censorship filter, which is quite sure to wash it down, if not completely extinguish it for the sake of national security. (freedom of press means anyone can access it for their own use to broadcast message, but a state-controlled one means anything they don't want, gets filtered out, so good luck to those terrorist groups)
and put it this way, people in china are more concerned about tainted foods than people blowing themselves up, so in a sense, the manufacturers are bigger terrorists than they are LOL. if they really wanna make a difference, they should start producing their own milk powder business instead, and call it "Eastern Turkistan Jihiadis Tainted Milk Powder Manufacturering Inc." maybe they'll get somewhere by then
